David Vance Wagner joined the ICCT in March 2011 as a Senior Researcher on the Heavy-duty Vehicles team,
with special focus on developing countries. Prior to joining the ICCT, Mr. Wagner spent over five years living and
working in Beijing, most recently serving as the first and only foreigner at China’s national vehicle emission policy
research center under the Ministry of Environmental Protection. He has authored several reports on the energy and environmental impacts of China’s transportation sector, and regularly speaks at conferences in China and around the world on topics related to Chinese efforts to control the environmental impacts of vehicles. Mr. Wagner has an undergraduate degree in Mechanical Engineering from Stanford University and a Masters in Environmental Science and Engineering from Tsinghua University in Beijing. He speaks fluent Mandarin Chinese and has a working knowledge of French.
