Recommendations for implementing the revised Renewable Energy Directive (RED III) in Germany

 

Note: On September 27, the original version of this memo was replaced with a new version that corrected the analysis. In the original version, we assumed the current multiplier for electricity consumed in transport is 4, while the new version corrects this, assuming the correct multiplier of 3. This correction does not change our assessment of how the German government could reach maintain a 25% GHG reduction with no contribution from food or feed biofuels. The correction does change what the GHG reduction would be were the German government to maintain all current multipliers but allow no contribution of food and feed biofuels.
