Dawn M. Martin is a lawyer by education and a progressive advocate of social change by practice. In her more than 40 years experience, she has led numerous organizations aimed at leveraging political, economic and social influence to support strong environmental and human rights policies and practices. On climate change, she prioritized issues such as vehicle emission standards, energy efficiency, ending reliance on fossil fuels, and renewable energy.

Most recently, Dawn served as Chief Program Officer & EVP for Ceres, leading several successful advocacy efforts to influence state, federal and global policymakers to develop stronger transportation, energy and other policies that accelerate solutions, such as the Paris Climate Accord. She oversaw Ceres’ numerous campaigns aimed at meeting the 1.5 degree goal.

Dawn was also appointed to several leadership positions at the Headquarters of the U.S. EPA, culminating in her position as Associate Deputy Administrator. During her tenure she received numerous awards for recognition of her outstanding accomplishments and extraordinary dedication and teamwork and was particularly focused on tougher emission and fuel standards for vehicles, as well as heavy duty trucks and diesel fuels.

Dawn has authored numerous papers and articles including the resource book “Estuaries on the Edge: The Vital Link Between Land and Sea” cited by the U.S. EPA, among others. A Washington, D.C. transplant from California, Dawn enjoys exploring the changing world with her family, scuba diving, photography, gardening, cooking, and playing with their two dogs.
