Chang Shen is a Researcher supporting fiscal policy analysis within the Passenger Vehicles program. Chang holds a Ph.D. in transportation economics from the University of Maryland. Her research focuses on evaluating what kinds of policies and market incentives are most effective in promoting greener transportation and reducing GHG emissions. Her previous projects cover a variety of topics, spanning multiple countries and modes of transportation, including estimating the value of fuel economy and determining the effect of income on vehicle demand.
