To ensure that advances in technology and standards result in real emission reductions, it’s necessary to continuously improve the ways new vehicles are tested while also monitoring the emissions of vehicles in use. The discovery of devices designed to circumvent the rules — the Dieselgate scandal — underscored the importance of systematic emissions testing of vehicles on the road. ICCT played a leading role in uncovering the scandal and continues to demonstrate the value of testing while pressing for reforms.
