Policy measures for public charging infrastructure barriers in Haryana

India’s commitment to reducing greenhouse gas emissions (GHG) includes promoting electric vehicles. Haryana contributes 2.56% of India’s overall emissions, primarily from road transport, highlighting the need for robust EV policies at the state level. Haryana hosts 377 public charging stations, mostly slow chargers, placing it 10th among Indian states in charging station numbers; however, the state lags in EV penetration, suggesting a disconnect between infrastructure availability and vehicle adoption.

This briefing underscores Haryana’s efforts to advance EV adoption as part of India’s broader climate goals, identifying significant barriers related to buildout of charging infrastructure such as inter-departmental coordination challenges, outdated technological infrastructure, and high financial costs associated with capital investment and operation. To overcome these obstacles, the brief suggests solutions like creating a dedicated EV cell for improved coordination, enhancing technological capabilities to incorporate smart charging and renewable energy, and exploring innovative business models and funding sources.
