China’s Stage 4 fuel consumption standard for heavy-duty commercial vehicles

Commercial fleets play a critical role in the transition to zero-emission vehicles. Supply-based policies such as zero-emission sales mandates are complemented by demand-based policies to ensure market impact. Fleets are profit-driven and risk-averse, and while there is much information available on zero-emission fleets, a gap in transparency needs to be filled to support data-driven decision making. Policymakers also require data and support to enact supportive policies and send appropriate market signals. ICCT’s Zero-emission Fleets Center (ZFC) aims to concentrate models, expertise, and datasets to produce policy-relevant research and to help accelerate zero-emission technology adoption by commercial fleets. ZFC builds upon the concept successfully employed through the ZEBRA (Zero Emission Bus Rapid-deployment Accelerator) initiative in Latin America, seeking to expand these practices to other vehicle segments and regions.
