中国轻型车实际道路燃料消耗量评估:2021年更新报告

目前,全世界各地都存在轻型车实际道路燃料消耗量与实验室测量值之间的差异日益扩大的现象,中国亦是如此。ICCT自2017年开始持续跟进轻型车实际道路油耗与型式核准油耗之间的差异。这份更新的报告表明,中国轻型车实际道路油耗与官方发布油耗之间的差距从2007车型年的14%扩大至2021车型年的37%。油耗差异的快速扩大表明有必要对管理法规进行调整,从而扭转这一趋势并缩小油耗差异。

本研究简报中提出了以下几项政策建议:1)制定严格的测试规程,反映实际道路工况;2)增加实际道路燃料消耗量/温室气体试验要求;3)对实际道路燃料消耗量进行监管;4)对燃料消耗量、温室气体和大气污染物实施协同管理;5)向消费者提供与实际情况相接近的燃料消耗量信息。
