Chelsea leads the ICCT Fuels Program. Chelsea focuses on opportunities to reduce the greenhouse gas impact of liquid and gaseous fuels, including biofuels and fuels derived from hydrogen. Her global team conducts life-cycle and techno-economic analyses of alternative fuel pathways, providing the policy recommendations needed to deploy and commercialize advanced fuels with the lowest greenhouse gas emissions. Her team also researches and shares best practices for incentivizing the electrification of transport using fuels policies. Chelsea holds a Master of Environmental Management in Environmental Economics and Policy from Duke University and a B.A. in Environmental Sciences and Economics from Northwestern University.
