Adapting the Vehicle Energy Consumption Calculation Tool (VECTO) for use in India and other countries

There is considerable interest in India in moving toward fuel-efficiency standards based on simulation modeling, and particularly in exploring the feasibility of using the Vehicle Energy Consumption Calculation Tool (VECTO) developed by the European Commission. This briefing develops a proof-of-concept adaptation of the VECTO model for India and summarizes its key software modifications. (The figure below includes an overview of the modifications made.) Additionally, the authors discuss lessons for India and other countries considering adapting VECTO for their own use, which include prioritizing component and full-vehicle testing based on existing standardized methodologies, collecting real-world operations data, and building up local expertise regarding VECTO software and source code.
