Carlos is a research consultant based out of Mexico City. He supports projects on air quality public policy, fuel economy, emission standards, and fleet renewal and electrification, contributing to the mitigation of greenhouse gas emissions and improving Mexico's air quality. Before joining ICCT, he worked for the Ministry of Environmental and Natural Resources in Mexico, in areas related to vehicle emission regulations, fuel quality, project financing schemes for public transportation fleet renewal, and electromobility. Carlos holds an M.S. in public policy from Tecnológico de Monterrey (Mexico), and a specialization degree in environmental and ecological economics for the National Autonomous University of Mexico (UNAM).
