The regulation of Brazil’s Green Mobility and Innovation (MOVER) vehicle emissions program

Instituted in June 2024, the Green Mobility and Innovation (MOVER) Program aims to promote the development of Brazil’s national automotive industry by stimulating the production of new technologies and improving the energy efficiency of vehicles sold in the country. In addition to fiscal incentives, MOVER establishes mandatory requirements for the sale of new light- and heavy-duty vehicles, along with vehicle energy efficiency and carbon equivalent emission targets.

Throughout 2025, new regulations were established to update the program. Decree No. 12,435 regulates key aspects of the MOVER Program, including the targets and timelines for implementing the energy efficiency policy for light vehicles. Ordinance GM/MDIC No. 176 establishes the implementation schedule for the energy efficiency policy for heavy-duty vehicles, while Decree No. 12,549 introduces new tax incentives for light vehicles based on propulsion technology, fuels, engine power, and recyclability.

This policy update examines the emissions targets and timelines established by MOVER and ensuing regulations. Among other topics, it reviews the vehicle energy efficiency targets for passenger cars and light commercial vehicles, discusses the implementation schedule for heavy-duty vehicles, and examines the proposed feebate system, which aims to encourage the purchase of less polluting vehicles.
